What the levels mean

The percentage is the chance that rain will be heavy enough to cause flash flooding within 25 miles of a point. Marginal means at least 5%, slight at least 15%, moderate at least 40% and high at least 70%.

This is a forecast of risk over a wide area, not a promise that a given street will or won't flood. Flooding can still happen outside the shaded areas, and even a marginal or slight risk can mean dangerous flooding in a few places. Act on flash flood warnings from your local National Weather Service office, and never drive through water over a road.
